Abstract

As a manifestation of the government's attention to the frontier, outermost, and lagging 3T areas, the government held a Remote Indigenous Community Empowerment Program based on Presidential Decree Number 186 of 2014. The goal to be achieved in this discussion is to find out how to empower remote indigenous communities based on Presidential Decree Number 186 of 2014 and implementation of its implementation in Berau District. The research method used in this research is empirical juridical. Types of descriptive research. The data analysis method used by the author is qualitative analysis. The results of the study show that the implementation of the empowerment of remote indigenous communities in the village of Maluku has been going quite well according to the applicable laws and regulations, but there are still inhibiting factors such as the distance and geographic border areas from social service centers, health centers and education centers and not yet there is access to electricity and telecommunications networks at the KAT location. In addition to these factors, it was also found that the distance between residents and the construction of new areas for settlements, schools and so on was not under the authority of the Ministry of Social Affairs but the PUPR.
