Abstract

This study is motivated by the phenomenon of inequality in human development across all regions of Indonesia. Some areas still face difficulties in terms of access to education, health, and decent employment opportunities in the years 2017-2019. The purpose of this study is to determine the influence of Education Expenditure (1), Health Expenditure (2), Open Unemployment Rate (3), and Poverty Rate (4) on the Human Development Index (5) with the Gross Regional Domestic Product (6) as a Moderating Variable. The data used in this study were obtained from the Central Statistics Agency (www.bps.go.id) and the Directorate General of Finance (www.djpk.kemenkeu.go.id) using a quantitative approach. The results of this study show that the realization of Education Expenditure and Health Expenditure does not have an impact on the Human Development Index. Meanwhile, the Open Unemployment Rate and Poverty Rate have a significant negative effect on the Human Development Index. And the Gross Regional Domestic Product is a homologizing moderating variable.
