Abstract
Unemployment is one of the development problems that occurs due to the growth of the labor force which is higher than the growth of employment. Although the number of unemployed people in East Kalimantan Province has dropped, it is still relatively high. The purpose of this study was to estimate the effect of human capital spending on the unemployment rate in East Kalimantan Province from 2018 to 2020 using a panel data regression with the Random Effects Model (REM) approach and the chain rule method. This study found that education spending had a positive effect on mean years of schooling, and health spending had a positive effect on life expectancy. The mean years of schooling positively affected the open unemployment rate, but life expectancy had no effect. Thus, mathematically, education spending has a positive effect on the unemployment rate, thus confirming the existence of the chain rule. Meanwhile, health spending has no effect on the unemployment rate, proving that chain rule was not confirmed. The government is expected to be able to assess the usage of education and health expenditure funds in order to develop superior human resources adapted to the needs of each region in East Kalimantan Province.
