Abstract
The headman general elections were done at once in the middle of Covid-19 pandemic that struck Indonesia in 2020, the very first case of corona in Indonesia was announced by the President of Indonesian Republic on the second of march 2020. The headman general elections were done again on December 2020. The pandemic forcing the candidates to find a way to do the campaign and one of them is the candidates of Surakarta’s mayor, Gibran Rakabuming Raka and Teguh Prakosa in doing the campaign these candidates create a new innovation in doing the campaign which uses a campaign box. This campaign boxes were used to do ‘blusukan’ by those candidates. In this research using the reception theory by Stuart Hall with the encoding and decoding method, this research uses purposive sampling techniques in order to determine the sample. The researcher uses triangulation source in data validity test. In this research the informant consists of five people which came from five subdistrict in Surakarta city that has a different experience about the campaign implementation. The results of this research is that there are two categories which are Dominant Hegemonic Position and Negotiated Position, this thing was influenced by the experience of the different informant about the campaign implementation.
