Abstract
At the beginning of 2020, the outbreak of the COVID-19 outbreak shocked the world, even in Indonesia and caused various impacts. In responding to this, PMI Sukoharjo involved the community and students who packaged PMI in the Community Disaster Preparedness (SIBAT) program and the Higher Education Voluntary Corps (KSR PERTI). This research uses social capital theory, haddow and haddow disaster propagation theory, using qualitative methods and case studies. The purpose of this study is to analyze the communication mechanism of PMI disasters and the involvement of both the community and students. Interviews were conducted with the head of the headquarters, the head of the disaster management section, SABAT volunteers, and KSR PERTI by observing, recording, reducing data, and drawing conclusions. The results of this study show that PMI Sukoharjo's disaster communication using the SIBAT and KSR PERTI Sector programs is very helpful and can play a role in overcoming the COVID-19 outbreak as the main actors in the community, supervisors, and extension workers in communicating disaster information using mutual aid capital and forming a communication system for the emergency response phase of disaster management is before, when and after a disaster or recovery stage.
