Abstract
As an autonomous region, the district/city government in Central Java manages regional wealth to carry out the construction of various public facilities and infrastructure, both in terms of income, health services, and education, so as to achieve quality human development in the form of the achievement of the Human Development Index (IPM). Purpose of the study was to determine the effect of regional original income, general allocation funds, special allocation funds, and capital expenditures on IPM. This study uses quantitative research methods with statistical analysis. The population in this study is all reports on the realization of the APBD of all regencies/cities in Central Java. The sample in this study was 35 regencies/cities that submitted reports on the realization of the APBD for the 2015 to 2017 fiscal years. The samples were taken using a saturated sampling technique. The data obtained through documentation and literature. The data analysis technique used classical assumption test and multiple regression analysis, t test, F test, and coefficient of determination test. The results of the study show that: (1) Regional Original Revenue (PAD) has a positive and significant impact on IPM in districts/cities in Central Java Province for the 2015-2017 fiscal year. The higher the PAD, the higher the regional capacity in developing the health, education and infrastructure sectors that support the increase in the level of community welfare and support the increase in IPM; (2) The General Allocation Fund (DAU) has a negative and significant effect on IPM. The greater the DAU received by the regions, the IPM tends to decrease; (3) The Special Allocation Fund (DAK) has no effect on the IPM. The size of the DAK does not have a significant impact on the human development index in the regions; (4) Capital expenditure (BM) has a significant negative effect on IPM. The greater the capital expenditure, the lower the human development index. Keywords : local revenue, general allocation fund, special allocation fund, capital expenditure, human development index.
