Abstract
Empowerment is an important aspect in the development of tourist villages. This is because the development of tourist villages uses a lot of resources owned by the community. The aims of this study are (1) to analyze the form and level of participation (2) to analyze the supporting and inhibiting factors. (3) Analyzing the strategy. The research method used is qualitative by using interview and documentation techniques and sampling is done by non-probability sampling. The results of this study (1) community participation is still very low (2) supporting factors for high community participation, the spirit of the administrators and the community's strong mutual cooperation attitude. While the inhibiting factors are social jealousy, lack of government role, cooperation in land leasing. (3) empowerment strategy is still not optimal.
