Abstract

Penelitian ini bertujuan untuk mengkaji dan menganalisis kompetensi kepala sekolah dalam implementasi manajemen mutu terpadu di SMP Negeri 7 Salatiga . (1) Kompetensi manajerial kepala sekolah dalam implementasi manajemen mutu terpadu di SMP Negeri 7 Salatiga. (2) Kompetensi kewirausahaan kepala sekolah dalam implementasi manajemen mutu terpadu di SMP Negeri 7 Salatiga. (3) Kompetensi supervisi kepala sekolah dalam implementasi manajemen mutu terpadu di SMP Negeri 7 Salatiga. Penelitian ini merupakan jenis penelitian kualitatif dengan desain fenomenologi. Sumber data penelitian ini adalah kepala SMP Negeri 7 Salatiga, Guru sekaligus wakil urusan, karyawan tata usaha serta komite. Data yang diperoleh kemudian dianalisis melalui beberapa tahapan yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Keabsahan data dengan triangulasi sumber dan teknik. Hasil penelitian menyimpulkan bahwa pada kompetensi manajerial kepala sekolah dalam implemetasi manajemen mutu terpadu (1) Perencanaan program sekolah diawali dengan menyusun visi, misi, serta tujuan sekolah dan Rencana Kerja Sekolah (RKS). (2) Pengelolaan Standar Nasional Pendidikan di SMP Negeri 7 Salatiga pada pencapaian program sekolah yang berdasarkan SNP. (3)Pengawasan dan evaluasi, melalui pemantauan oleh komite, supervisi pendidik dan tenaga kependidikan oleh kepala sekolah. (4) Evaluasi dalam rangka perbaikan pada proses pengajaran dan administrasi. (5) Pelaksanaan kepemimpinan sekolah dengan gaya kepemimpinan yang demokratis. (6) Pengelolaan sistem informasi manajemen sekolah di SMP Negeri 7 Salatiga dikendalikan oleh kepala sekolah untuk mengelola sesuai bidangnya masing-masing. Pada kompetensi kewirausahaan kepala sekolah dalam implemetasi manajemen mutu terpadu. (1) Perencanaan program, dengan cara: pembentukan tim, pendelegasian, koordinasi, sosialisasi. (2) Pelaksanaan program pengembangan kewirausahaan yang menanamkan nilai: program inovatif, program perilaku kerja keras, program perilaku pantang menyerah, motivasi yang kuat. (3) Pelaksanaan evaluasi program kewirausahaan dengan melakukan pengawasan dan mengatasi kendala terkait program. Pada kompetensi supervisi kepala sekolah dalam implemetasi manajemen mutu terpadu. (1) Merencanakan program supervisi guru dan tenaga kependidikan, dengan membuat surat keputusan, menyiapkan instrumen penilaian. (2) Melaksanakan supervisi guru dan tenaga kependidikan, pendelegasian tugas untuk mensupervisi guru dan tenaga kependidikan, memahami indikator penilaian, pembinaan. (3) Menindaklanjuti hasil supervisi terhadap guru dalam rangka peningkatan profesionalisme guru, kepala sekolah menindaklanjuti hasil supervisi pada guru dengan pembinaan dan perbaikan pada proses pembelajarannya, melaksanakan evaluasi secara bersama-sama yang ditunjuk sebagai tim supervisor. (4) Merencanakan dan menindaklanjuti hasil evaluasi dan pelaporan pelaksanaan tugas supervisi kepada guru dan tenaga kependidikan bersama team. This study aims to examine and analyze the competence of principals in implementing integrated quality management at SMP Negeri 7 Salatiga . (1) Principal managerial competence in implementing total quality management at SMP Negeri 7 Salatiga. (2) The entrepreneurial competence of school principals in implementing total quality management at SMP Negeri 7 Salatiga. (3) Principal's supervisory competence in implementing total quality management at SMP Negeri 7 Salatiga. This research is a type of qualitative research with a phenomenological design. The data sources for this research are the head of SMP Negeri 7 Salatiga, teachers as well as affairs representatives, administrative employees and committees. The data obtained were then analyzed through several stages, namely data reduction, data presentation, and drawing conclusions. The validity of the data by triangulation of sources and techniques. The results of the study concluded that the principal's managerial competence in implementing integrated quality management (1) School program planning begins with preparing the school's vision, mission, and goals and the School Work Plan (RKS). (2) Management of National Education Standards at SMP Negeri 7 Salatiga on the achievement of school programs based on the SNP. (3) Supervision and evaluation, through monitoring by the committee, supervision of educators and education personnel by the principal. (4) Evaluation in order to improve the teaching and administrative processes. (5) Implementation of school leadership with a democratic leadership style. (6) The management of the school management information system at SMP Negeri 7 Salatiga is controlled by the principal to manage according to their respective fields. On the entrepreneurial competence of the principal in the implementation of total quality management. (1) Program planning, by: team formation, delegation, coordination, socialization. (2) Implementation of entrepreneurship development programs that instill values: innovative programs, hard work behavior programs, unyielding behavior programs, strong motivation. (3) Implementation of the evaluation of the entrepreneurship program by supervising and overcoming obstacles related to the program. On the supervisory competence of the principal in the implementation of integrated quality management. (1) Planning a program for the supervision of teachers and education personnel, by making a decision letter, preparing an assessment instrument. (2) Carrying out supervision of teachers and education staff, delegation of tasks to supervise teachers and education personnel, understanding indicators of assessment, coaching. (3) Following up on the results of teacher supervision in order to increase teacher professionalism, the principal will follow up on the results of teacher supervision by coaching and improving the learning process, carrying out joint evaluations that are appointed as supervisory teams. (4) Planning and following up on the results of the evaluation and reporting of the implementation of supervision tasks to teachers and education staff with the team.
