Abstract

Adequate sanitation is a human right. However, 25 billion people do not have access to better sanitation facilities at the end of 2011. This problem is one of the development goals that has not been achieved and is included in the MDG's goals. Through the Decree of the Minister of Health Number 852/Menkes/SK/IX/2008 which was later strengthened into Minister of Health Regulation Number 3 of 2014, Community-Based Total Sanitation was confirmed as a national strategy for sanitation development in Indonesia. In this Permenkes, in Chapter II Article 3 paragraph a, one of the pillars in organizing STBM independently is Stop Opening Open Defecation to break the chain of transmission and poisoning. According to data from the Mulyoharjo Health Center, approximately 295 families still practice open defecation in the river, 212 families do not have a family latrine, and 472 families have a latrine but do not have a septic tank. The reason is ignorance and the economic factor of the people who are still classified as lower middle class.
