Abstract

The development of the Tirta Mulya Campground is a form of local community empowerment of Kalikotes village. Community empowerment focused on optimized several village's potentials. The local community is expected to be the Campground organizer so that the community can manage the campground independently and take benefits. This study aims at communication development in empowering the Kalikotes village local community in developing the Tirta Mulya Campground. The research method this research is descriptive qualitative by using data collection techniques, namely interviews, observation, and documentation. The sampling technique used a purposive sampling method with five informan spesific criteria. The data analysis technique in this study is the interactive model by Miles and Huberman. The result shows that communication of development in community empowerment through the development of the Tirta Mulya Kalikotes Campground has already existed. However, community empowerment is still focused on the Village-owned Enterprise (BUMDES) as a decision-maker and a source of funds or top-down management. Even the village government also appointed BUMDES to manage the campground, while the local community was only involved as labor in labor-intensive.
