Abstract
Local governments are responsible for their function of administering local government based on statutory regulations. The regional head as an important element leading the administration of regional government has duties, authorities, and obligations that must be carried out properly. Regional heads have a very important obligation to implement national strategic programs. Failure to implement the national strategic program will result in a sanction up to the dismissal of the position imposed by the president. This provision raises questions about the basic authority of the president to dismiss regional heads. In this study, we will examine the juridical basis of the president's authority in dismissing regional heads who do not implement national strategic program. The researchsmethod used is the type of normative juridical research by reviewing the legislation. The result of this study indicates that the president's authority to dismiss regional heads who don’t implement national strategic program is based on the urgency of the National Strategic Program originating from the central government, and the position of regional government as an extension ofsthe government is subject to the centrals government. By not implementing the national strategic program, it includes the imposition of sanctions which are the authority of the central government, so that the president as the holder of government power at the central level has the authority to impose sanctions on the dismissal of regional heads who do not implement the nationalsstrategic program.
