Abstract

Unemployment is a problem that is difficult to control even though various government policies have been implemented. In the island of Java, there are still a lot of citizens who are unemployed in the last five years. This study aimed to estimate the effect of the human development index (HDI), government spending, and inflation on the open unemployment rate in Java in 2015-2020 using a panel data regression model with the Fixed Effects Model (FEM) approach. The results of this study indicated that government spending and inflation were statistically proven to have a negative effect on the open unemployment rate, while HDI had no effect. To reduce the unemployment rate in Java, it is hoped that the government will focus more on improving the quality of education with scholarship programs to enchane the opportunity to earn education and ease citizens’ attempt to land a job. In addition, government spending should be focused on infrastructure to attract investors to create jobs so create job opportunities.
