Abstract

The results of a survey conducted by PISA (Program for International Student Assessment) under the OECD conducted in 2018 showed that Indonesia was in position 73 of the 78 countries that took part in the survey with an average mathematics score of 379, so it is not surprising that the mathematical abilities of students in Indonesia until now still low compared to 70 other countries. The low survey results can be caused by several factors, including the questions about numbers contained in mathematics textbooks in several publishers are very full of calculations. There are no questions that require students to be able to solve problems in solving problems. This is very different from the PISA questions which are very demanding of students' ability to relate to a problem. Another problem in learning is the lack of learning evaluations on student learning outcomes that are not used in improving further learning. The purpose of this study is to describe the development of a number problem prototype based on the competence of PISA 2021, to test the feasibility of developing a prototype of a number problem based on the competence of PISA 2021 and to design a learning simulation through evaluating the results of student answers. The method used is the development or Research and Development (R&D) with an analysis model,design stage,development stage, implementation stage, and evaluation stage. This study resulted in a prototype number problem with PISA 2021 competence consisting of 5 problems that have been declared valid by the validator. Theoretically valid from the results of the validator's assessment, as well as valid criteria can be seen based on item analysis and item item analysis. This research also produces a learning simulation plan on the results of students' answers by applying polya steps for wrong answers and problem posing for correct answers.
