Abstract
The agreement for the procurement of goods and services between CV. DHIKA with the Surakarta Regional Mental Hospital during the Covid-19 pandemic the form of the agreement was a standard agreement and the contents of the agreement were written agreements agreed upon by both parties based on the direct procurement method. The method used in this study is a juridical-normative (doctrinal) approach, which is used by the author to analyze and describe the goods and services procurement agreement. The type of research used by the author in this study is descriptive research. The results that can be concluded from this research are that the implementation of the goods and services procurement agreement made by the parties is a cooperation agreement where the rights and obligations of the agreement are reciprocal to each other. , as well as legal responsibilities. And in accordance with Articles 1320, 1329, and 1333 of the Civil Code and in the agreement for the procurement of goods and services also apply the principle of trust, the principle of freedom of contract, the principle of balance, the principle of consensualism, and the principle of binding force (paecta sunt servanda) as well as the principle of good faith until the end of the agreement. the installation of billboards without any actions that can be categorized as default and in circumstances that force one of the parties to do
