Abstract

This study aims to describe: (1) the implementation of healthy canteens in elementary schools in Surakarta (2) supporting factors for implementing healthy canteens (3) inhibiting factors for implementing healthy canteens. This type of research is a multi-case descriptive study. This research was conducted in 4 elementary schools in Surakarta during March-June. The data collection technique used interviews, observation and documentation. The analysis technique used an interactive model. Validity technique with source and technique triangulation. The results showed that; (1) The implementation of the Healthy Canteen in SD Surakarta has been running very well, but there are also some that are lacking. This is influenced by 4 aspects such as; The Bureaucratic aspect related to the existence of SOPs, responsibilities, clarity between relationships and school efforts in implementing policies; Communication related to communication transmission, consistency in implementing policies and school efforts in conveying information; Resources related to human resources, budget funds, facilities and infrastructure, healthy food, students and innovation; Disposition related to the management structure. (2) Supporting factors for the implementation of a healthy canteen are the existence of clear policies, the distribution of shared responsibilities in accordance with the jobdesk, the existence of meetings, appeals, monitoring and sanctions as an effort by schools to convey policy information. The school has a canteen team and is equipped with supporting facilities and infrastructure such as a spacious canteen room, adequate canteen sanitation. Schools have sufficient budget funds and there is support from various parties such as the health office, parents, committees. The food sold has been BPOM, has been tested in the lab and is free from expiration. There is a clear healthy canteen management structure. (3) The inhibiting factors for the implementation of a healthy canteen are the policies issued are not clear and only verbal appeals so that the division of responsibilities is not optimal, the delivery of communication is hampered because the school is only a supervisor, there is no solution to communication problems, the school does not have its own canteen team because of full responsibility the school guards, canteen managers are also still simple, students still do not obey the rules correctly, the food sold is not hygienic and the taste is still not right, the facilities and infrastructure are not sufficient due to lack of funds.
