Abstract
This study aims to determine the substance in advertisements which are legal documents produced by business actors. Where in the advertising production process, the role of advertising business actors is needed. This study explains that business actors in promoting their products must pay attention to aspects of consumer protection. This is also the right and obligation of business actors. Provisions regarding the limitations of business actors in promoting their products are clearly regulated in Law number 8 of 1999 concerning Consumer Protection. Where in the Consumer Protection Law there are many provisions that prohibit business actors from taking actions that are detrimental to consumers through advertisements that are made and produced through Advertising Business Actors. So the substance of the advertisement which is a legal document must be in accordance with the contents of the articles which regulate it, in this case the articles contained in the Consumer Protection Law. Through categorization that has been adjusted to the Consumer Protection Law and other norms related to advertising regulations, it will be possible to find out which advertising products are deemed not in accordance with the provisions of a norm, which in the end the advertisement can be considered harmful to consumers or society.
