Abstract

The problem of human resource development is a complex problem because it involves various aspects such as welfare and happiness. Development of human resources in the Pati Residency which tends to be slow causes the community to be unable to enjoy a long life, healthy and carry out the productive life. The research aimed to estimate the effect of the level of poverty, unemployment rate, and net enrollment rate on the Human Development Index (HDI) in Pati Residence during the periode of 2008-2018 using a fixed effect panel data regression model. The result of this study showed that the level of poverty the net enrollment rate had a positive effect on the HDI. Meanwhile, the unemployment rate was found to have a negative effect on the HDI. The sugestion for the regional governments in the Pati Residency is to realize a social protection that is right on target and has dual effect on development. The dual effect referred to is a reduction in the number of poor people and an increase in the HDI.
