Abstract

Sexual violence against women has become a major problem in Indonesia, the State must provide protection for women who are victims of human rights violations, namely victims of sexual violence. Sexual violence occurs in both the domestic and public domains, and the weakness of laws regulating sexual violence is a major factor in the rise of sexual violence. The role of the government is very much needed to fulfill the rights of victims of sexual violence, not only how to take action against perpetrators. Legal protection for victims of violence is still very minimal, and there are no specific regulations for the protection of victims of sexual violence. Therefore this study aims to determine the factors of sexual violence and legal protection of victims of sexual violence in Surakarta. This research uses an empirical juridical approach which is arranged descriptively. Research shows that the factors that cause sexual violence in Surakarta are promiscuity, indifferent community environment and unclear rules. The legal protection provided to victims is medical, psychological and psychosocial protection. For legal protection, the Surakarta PPA Unit is assisted by other institutions that cover victim protection. Apart from repressive efforts, the Surakarta Police has also taken preventive measures, namely by disseminating sexual violence to the public.
