Abstract

Activities within RUM Sukoharjo Inc. produce industrial waste of air pollution, which is odor released by factory waste and liquid waste into the rivers. The company is not able to manage the industrial residues so that the waste from the factory brings impact to the health of residents and the environment, thus, ultimately triggers protests from affected residents. This article aims to explain the model of law enforcement in resolving environmental disputes at RUM Inc. as well as exploring the ideal concept of resolving environmental disputes at PT RUM.. Administrative law enforcement has been performed with the issuance of a District Decree which has discontinued the operations of RUM Inc. temporarily. In addition, there has also been criminal law enforcement against citizens who strive for legal protection for environmental conditions. Nonetheless, entire law enforcement on RUM Inc. disputes is still ineffective due to its inability to prevent and control water or air pollution. The punitive administrative sanctions have become the best option to resolve RUM Inc. disputes. If administrative sanctions are not sufficient to stop pollution, then the step to file a lawsuit through the State Administrative Court with demands that the environmental permit be revoked can be the next main option
