Abstract

Umrah is an activity to visit Baitullah outside the Hajj season with the intention of carrying out the Umrah followed by performing Tawaf, Sa'i and Tahalul. The time of performing Umrah which is more flexible than the Hajj makes the Umrah worship an option for Muslims to worship in the Holy Land. Because to go to Umrah do not have to wait a long time like the Hajj. The many interests of Muslims to worship Umrah this is followed by the many Umrah Bureaus established in Indonesia. To avoid the practice of Umrah Bureau fraud, it is necessary to have an Umrah agreement between the Umrah Bureau with prospective Umrah pilgrims. This is to guarantee the rights and obligations of the parties in the implementation of the Umrah. In the implementation of Umrah worship services, it is regulated in Law No. 8 of 2019 concerning Hajj and Umrah.
