Abstract
This study aims to determine the role and constraints experienced by the Manpower Office in the resolution of industrial relations disputes and to find out the efforts of the Berau District Manpower Office in resolving industrial relations disputes at PT. Coal. The research method is carried out using a doctrinal approach, because in this study the law is conceptualized, as written norms created and promulgated by the institution or by an authorized state official. The results showed that the role of the Department of Manpower was as a mediator established by the Minister as regulated in Article 102 and Article 103 of Law Number 13 Year 2003 concerning Manpower. The obstacles experienced in the resolution of industrial relations disputes include the lack of awareness arising from employees in fulfilling calls, the absence of devices or regulations that are able to force the parties in industrial relations disputes by means of mediation, the egosime of the parties that have an impact on the resolution of problems increasingly complex and the number of mediators is not proportional to the number of cases. Whereas the first attempt is to record the dispute of the Berau District Manpower Office accompanied by complaints. In reality, there are still parties who are at odds but do not conduct bipartite negotiations. If so, the Berau District Manpower Office recommends the disputing parties to settle the dispute through bipartite negotiations.
