Abstract

PT. Kereta Api Indonesia is one of the Indonesian State-Owned Enterprises that provides land rail transportation services. The services of PT. Kereta Api Indonesia includes passenger and freight trains. Kalijaga Railway is an economy class train operated by PT. Kereta Api Indonesia in Java that headed to or from Semarang Poncol Station (SMC) - Solo Balapan Station (SLO), that set flat rates of Rp 10.000,00. The purposes of this study are to find out the amount of the rates based on railway operational costs (BOKA), compare the field rates with the BOKA, and to find out the number of rates based on ability and willingness of Kalijaga Railway's passengers to pay. The object of this research is Kalijaga Railways. The data used in this study are data on the Kalijaga Railway's schedules, Kalijaga Railway's capacity, the number of Kalijga Railway's passengers, the Kalijaga Railway's cost, the BOKA component such as capital costs, direct costs, indirect costs and maintenance costs and questionnaire distribution data. The analysis started from calculating BOKA, calculating the number of tickets sold in 2017 and load factors, calculating BOKA based rates, determining the number of respondents, a recapitulation of questionnaires, ability and willingness to pay. From the research and calculation of 2017 Mixed Railway Operational Cost Analysis, for Kalijaga Railway is Rp 229.275.548.397,5, the number of sold tickets for Kalijaga railway in 2017 is 375.446 tickets, and revenue from tickets is Rp. 3.754.460.000,00 with the ticket price under the subsidy rate, which is IDR 10,000. Whereas, if with Load Factor from the results of field analysis is 71.03%, the cost obtained is Rp. 100.553,00. So that the comparison of Operational Cost expenditures with the income of field rates and Load Factor rates is very far adrift, and it can be concluded that PT. Kereta Api Indonesia for the Kalijaga Railway had a significant loss if the Mixed Rail Operational Cost only charged to the Kalijaga Railway. Because the Kalijaga Railway is a subsidized Railroad that uses the Bengawan Railroad series, the relation of Solo Balapan Station - Pasar Senen Station, the amount of the Operational Cost divided into two types of trains (mixed), Kalijaga Railway and Bengawan Railway. The result Ability To Pay (ATP) is Rp 10,000 and Willingness To Pay (WTP) is Rp 20.370,00, then PT.
