Abstract
The goal of law enforcement must be aimed at substantive quality. Child protection efforts must start es early as possible, so that later they can participate optimally for the development of the nation and state. In Law No. 11 of 2012 it is explained that it is mandatory to prioritize restorative justice, which means that in the process of justice it is very prioritizing the protection of the right of the child. Narcoticts or illegal drugs at this time are goods that are not legalized by the government to be freely circulated especially to be misued for various reasons.
