Abstract

PT. KAI (Persero) provides services that are divided into 3 classes, namely executive, business and economy that provides three classes in one series is the Malabar train. This effect to difference of fare that determined by PT. KAI (Persero), so it can fullfill the operational cost of the train. The purpose of this research is to know how much the operational cost of train (BOKA), to know how much large rates based on the ability and willingness to pay for Malabar train users, to compare field rates with BOKA and to compare field rates with ability and willingness to pay for Malabar train users. The object of this research is Malabar Train department of Bandung – Malang. The data required for the study are travel schedule of the Malabar train, capacity of the Malabar train, number of passengers of the Malabar train, the fare that determined in October 2017 – September 2018, the component that need for BOKA such as financial cost, direct cost, indirect cost, maintenance cost and data on the results of questionnaires. The step of analysis the data started from calculate BOKA, load factor, fare based on BOKA, Ability To Pay and Willingness To Pay. The result of analysis shows the fare is IDR 373,47/km for executive class, IDR 283,84/km for business class and IDR 253,96/km for economy class. The cost based on ability to pay IDR 293.184,00/ps for executive class, IDR 236.694,00/ps for business class and IDR 169.579,00/ps for economy class. The cost based on willingness to pay before repairs IDR 302.199,00/ps for executive class, IDR 225.469,00/ps for business class and IDR 152.240,00/ps for economy class. Then after repairs rose to become IDR 332.199,00/ps executive class, IDR 236.694,00/ps for business class and IDR 170.538,00/ps for economy class. Comparison of rates based on BOKA with field rates for executive and business classes is cheaper than economy classes. Comparison of Ability to Pay with field rates for executive, business and economy classes is cheap. Comparison of Willingness to Pay with field rates for executive is more expensive than business and economy classes.
