Abstract

The implementation of upgrading the status of land from Rights to Build to Freehold for Residential as stipulated in the Decree of the Minister of Agrarian Affairs / Head of the National Land Agency Number 6 of 1998 concerning Granting of Property Rights to Land for Residential Houses. For land Rights to build (HGB) with an area of 600M2 or less can submit to the Land Office in the local district / municipality, meaning that the Surakarta city community can submit to the Land Office of Surakarta City. Then what the applicant must know before submitting an application is that each land parcel may not be more than 2000 M2, this is mentioned in article 4 paragraph 2 of the Decree of the Agrarian State Minister / Head of National Land Agency number 6 of 1998. This limit only applies to applications for Freehold that all land or a large portion of the land is used for Residential Houses. Approaching method that used is jutidical empiric, the variation of method that used is descriptive. Kind of data that used consist of primary and secondary data. Interview and study document is the method to collecting data, then analyzed using qualitative analysis.
