Abstract

Investment must be a part of the implementation of the national economy and be placed as an effort to increase national economic growth and promote sustainable economic development in a competitive economic system. One area that has increased investment from year to year is in the Sukoharjo area. The total accumulated investment that has been entered to date has reached tens of trillions. The biggest investment is still in the industrial sector, then trade and services. Based on the high value of investment or investment both foreign and domestic which is quite high in Sukoharjo, this is a means of supporting a good economy in Sukoharjo Regency. In addition there must be good coordination between the Investment Service and the One Door Licensing (DPMPTSP) Sukoharjo, BKPM, and also the Regional Government. Based on this, there is a need for regulatory synergy in the implementation of investment in Sukoharjo District in creating legal certainty in investing in Sukoharjo. Then the problem can be formulated as follows: 1. What is the policy of the Sukoharjo Regency government in regulating investment in Sukoharjo? 2. What are the procedures for investment by investors and obstacles found in their implementation in Sukoharjo's Investment and One-Stop Service (DPMPT)? In this study the author uses an empirical approach by taking location in the Sukoharjo Investment and One-Stop Service (DPMPT). The results of the study and discussion stated that in carrying out PTSP, Sukoharjo Regent gave delegation of authority to grant permits and non-licensing on government affairs in the field of investment which became the authority of the Region to the SKPD in charge. With the existence of the Sukoharjo Regency Regulation No. 5 of 2011 concerning Investment that in the investment in Sukoharjo recorded total investment realization from PMDN over the past 3 years has reached Rp. 7 trillion and non-facility Rp. 26 trillion since 2016 up to now, with the number of investors has registered as many as 5,174 investors, where in 2016 Sukoharjo was still ranked 2nd for investment. The implementation of the Investment Law in Sukoharjo can be seen from the following 2 companies: (1) PT. Rahmat Islam Sejahtera. PT Rahmat Islam Sejahtera in this case is included in companies that conduct PMDN (Domestic Investment) and also CV Tiga Jaya Mandiri.
