Abstract

This study aims to determine the implementation of the JKN Program on BPJS Health for the JKN Program users and the factors/constraints that hinder the implementation of the National Health Insurance Program (JKN) at the BPJS Health for the JKN Program users in the BPJS Surakarta branch. The research method is a descriptive empirical juridical research. Data sources consist of primary and secondary data. Data collection method through literature study and interview, then analyzed descriptively and qualitatively. The results showed that the implementation of the JKN Program for BPJS Health for the user community by the government in the BPJS Health as the implementer had made maximum efforts with socialization and increased public awareness, but needed the process and time to realize the entire community guaranteed in this Program, where so far the program was sufficient experienced significant and very good progress, reaching 96.60% of its membership. The constraints that hampered the implementation of the JKN Program included the community not coming at the time of socialization, the participants of the Contribution Assistance (PBI) who had died, but there were no reports of deaths so that the data was not updated, JKN participants, especially PBI participants felt excluded in obtaining health care services, and limited human resources at BPJS Health.
