Abstract
This study aims: 1. To determine the process of resolving violations of subsidized fertilizer distribution in a civil manner in District of Karanganyar. 2. To find out the obstacles that arise in the violations settlement of the subsidized fertilizers distribution in a civil manner in District of Karanganyar. This is descriptive research, describing the object of research based on facts. This research is an empirical juridical research by examining secondary data followed by examining primary data in the field. Data collection with interview techniques. Data analysis with interactive analysis. The results of the study conclude that: 1. The violation of the subsidized fertilizers distribution is settled in a civil manner by deliberation, but does not reach an agreement. Therefore, the problem is resolved based on Regulation of the Minister of Trade number 15 / M-DAG / PER4 / 2013 article 29 paragraph (3) points a. that is, the distributor stops the appointment as a retailer to UD Satrio. In addition, the distributor also received a reprimand from the Karanganyar Regency Trade Office, so as to warn retailers to comply with the existing regulations. 2. Completion the problem of the subsidized fertilizer distribution violations has been hampered by the existence of reports that are not in accordance with article 24 paragraph (1) of the Minister of Trade Regulation number 15 / M-Dag / Per-4/2013, which should be done once a month, but reported once every 3 to 4 months. This is because there is a closeness between the distributor and the retailer. Another obstacle is that 3 times UD Satrio was not present at the meeting to resolve problems with farmers and distributors so that the problem was not immediately resolved.
