Abstract

The purpose of this research is 1) to describe the implementation of The School Literacy Movement in Primary School Muhammadiyah 1 Surakarta using Edward III theory model, 2) to describe the supporting and inhibiting factors of policy 3) to find out the solution from the problem solve. The type of this research is qualitative descriptive with case study design. The subject of this research is A Headmaster, A Head of Library, A Vice Curriculum, and students. Data collection techniques used is observation, interviews, and documentation, also doing a source triangulation and techniques to ensure the data validity. The results of this research are: (1) the school programs as a support of the implementation of The School Literacy Movement are: the program reads 15 minutes, Jumat Qurani, A School Library, A Mobile Library, A Reading Corner, A Reading Garden, E-Money Application, Mini Library, Writing and Synopsis Contest, A Magazine, A Wall Magazine, and Posterization. (2) The implementation stage of the literacy program in Muhammadiyah 1 elementary school has reached 3 stages, namely the stage of habituation, development, and learning which is accompanied by clear indicators of achievement. (3) The implementation factors of literacy program are: Have a sufficient budget, there is a support from all parties, have a solid literacy team, there is a strong team synergy among the school members in the implementation of The School Literacy Movement (4) The inhibiting factors are: the location of school which is not extensive and the student’s reading interest is still low. (5) The Solution from the problems is to organize a new program innovation to improve the literacy ability of students and increase the books collection in reading garden and class reading corner.
