Abstract
Parole is one of the prisoners' rights which in its implementation must refer to Human Rights in Law Number 12 of 1995 concerning Correctional Section 14 which regulates the rights of a prisoner. The problem formulations of this Research are the implementation of the fulfillment of the right to parole and the obstacles of the implementation of the fulfillment of the right to parole for the prisoners. The research approach is empirical juridical and the type of the research is descriptive. The data in this research is secondary data obtained by analyzing literature and primary data obtained by using interview technique. The analysis was done using qualitative descriptive technique, while the conclusion was done by using descriptive method. The fulfillment of prisoners' rights, especially in parole at the Class A Surakarta State Detention Unit, has been run according to the rules, although there are some obstacles. These obstacles include, among others, the guarantor of the family, the prisoners are still violating the disciplinary law of the State Detention Unit, there are also obstacles from the community in welcoming the prisoners.
