Abstract

This study aims to determine the management of TQM oriented on the quality of education services. The object of this research consists of: (1) planning, (2) implementation, (3) evaluation, and (4) obstacle in TQM management. This research is a qualitative descriptive research, subject of this research consist of foundation staff, principal and teacher. The data collected through three ways: interview, observation and documentation. The results of the research show that: (1) TQM planning is done through (a) determination of vision mission and goals, (b) market analysis, (c) SWOT analysis, (d) business plan and operation, (e) policy and quality planning. (2) The implementation of TQM includes: (a) focusing on the customer, both internal and external customers, (b) having a high quality obsession, (c) having a long-term commitment, (d) tim work, (e) repairing process continously, (f) giving a conrolied freedom, (g) the involvement and empowerment of employees. (3) TQM evaluation includes: (a) school self-evaluation, done in three levels: immediate, short-term, and long-term, (b) annual school: general description of school about school aims, curriculum/study program, student seruice program, school achievement, information of school performance, such as formative test result, UN exam result, attendance data of students, and target of school improvement program for new school academic year. The second external evaluation: (a) accreditation assessment of BAN S/M based on eight national standars of education (b) the advantage of ISO is to become the evaluation that can make the school management system better and improve because it has quality manual, quality policy, quality goals, quality procedures and quality plans. (4) TQM constraints includes: (a) the appearance of schools with the same type, (b) changed financial pricing.
