Abstract

As written in Article 27 paragraph 2 of the 1945 Constitution, Indonesia as a constitutional state has placed a juridical foundation for its citizens in obtaining decent work, which reads: "Every citizen is entitled to decent work and livelihood for humanity". In this sense, the problem of work for human survival has its fundamental importance in the consciousness of the State. Humans need to work to produce something in return in the form of material, and one of the jobs to maintain its survival is by serving the State by becoming State Civilian Officer / ASN. ASN as a state servant becomes the main motor in running public services, where the public service sector has an important and even vital role in economic and political life. However, it must be admitted that the quality of public service to date is generally still not good, so to overcome the problem, it is necessary to reform the bureaucracy in order to improve the quality of government service to the community. Bureaucracy Reform Policy is an integral part of government remuneration. To realize clean and good governance is motivated by awareness as well as government commitment. The formulation of the problem in this research is: a) The pattern of ASN Remuneration implementation in support of bureaucracy reform, b) What factors influence the implementation of ASN remuneration, and c) effectiveness of ASN remuneration policy in support of bureaucratic reform. This study is a normative juridical study in which it intends to inventory legal material (collect, cluster and clarify) in order to examine the consistency, synchronization and implications of the application of legislation with description of description of situations, events or facts -facts that occur in the field. The conclusions of this research are: a) The implementation of ASN remuneration consists of 2 typologies, among others; (1) Traditional remuneration system, and (2) Performance-based remuneration system. b) Factors that affect them are; (1) Pay less competitive salary, (3) does not fulfill the principle of "equity", (4) The salary structure does not encourage work motivation, and (5) unhealthy competition due to the amount of the allowance. And c) The effectiveness of the State Civil State Official's remuneration policy in supporting bureaucracy reform is not yet effective because the practice is to reform the bureaucracy to obtain remuneration, not vice versa.
