Abstract

Basically every legislation is created in response and protection and legal certainty to the problems of society at the time of the establishment of legislation. along with the development of society's needs, the need for land plays an important role, both in the present and in the future. The availability of land is an important factor in ensuring the availability of food and a place for other economic activities outside of agriculture. The occurrence of population growth and the development of economic activity affect the demand side of the land whose breadth is fixed. The problem of the conversion of agricultural land to non-agricultural land is increasing. There is an increasing need for land for development, while the availability of relatively land still causes competition in land use. Sukoharjo regency also experienced the conversion of agricultural land, especially rice fields. From 2014 to 2015 the area of rice fields decreased by 1,750 hectares. Sukoharjo regency is the region with the highest shrinkage in Central Java Province in 2014-2015. This study aims to determine the arrangement of agricultural land conversion functions and to know the permit for the conversion of agricultural land in Sukoharjo regency. In this study the main focus of the policy taken is the issue of licensing the conversion of agricultural land. Why licensing is important, because licensing is a tool to exercise control over a community activity. With the tightening of the permit for the conversion of agricultural land is expected to be able to suppress the rate of conversion of agricultural land so that the adverse effects of the transfer of functions can be prevented. In this research using normative juridical approach method. Using primary and secondary legal materials. Data collection technique is done by way of literature study. By using analytical techniques with methods of deduction and interpretation. The results of this study can be concluded that the absence of legal paying at the level of local regulations that specifically guarantee the protection of agricultural land that has been defined as sustainable food agriculture.
