Abstract

The study aims to know how the implementation of education rights of the poor students through the realization of Smart Indonesia (Indonesia Pintar) Program in SMA Negeri 1 Gondang Sragen. The study refers to the aspect of better policy of some progress, to know how far the doer obligation fulfilled and emerge the ignored problem, forgotten and neglected. The data of the study are collected from the interviewer, place and event, and documentation. The data are collected by interview, document, and observation. The procedure of the study is through three steps, namely pre-field, research observation, and interview steps. The data are tested by triangulation of source and technique. The data are analyzed by applying model of interactive analysis through data collection, data reduction, presenting and concluding/verification. The result of the study shows that the implementation of education rights on the poor students in SMA Negeri 1 Gondang Sragen is the realization of Smart Indonesia (Indonesia Pintar) Program by Smart Indonesia Card (Kartu Indonesia Pintar) having several mechanisms which must be conducted. The mechanisms are proposing, determining the receiver, and distributing. The problems faced in implementing the education rights on the poor students through program of Indonesia Pintar are communication, capital, and less information. From the internal school, the cooperation among teachers, treasure, and administration have been suitable with their duty in implementing the education rights on the poor students. However there is problem from outside the school, that is the other distributor. The solution to solve the problem is communication coordination between the government, province, school, and distributor, and the monitoring of PIP (Smart Indonesia Program) internally must be done to monitor the use of the cash.
