Abstract

This study aims to describe the implementation of free education policy in SMP Negeri 2 Kartasura School Year 2016/2017, covering implementation, constraints, and solutions. This research uses qualitative research, with case study. Technique of data collecting done by observation, interview, documentation. Test the validity of data with triangulation of data sources and data collection techniques. Data processing instruments use interactive analysis techniques through data collection, data reduction, data presentation and conclusion. The results of this study indicate that the impelentation of free education policy in SMP Negeri 2 Kartasura School Year 2016/2017 in accordance with Local Regulation No. 8 of 2010 on the Implementation of Education in Sukoharjo District has been done well. This is evidenced by the fulfillment of an indicator of free education policy where in SMP Negeri 2 Kartasura School Year 2016/2017 does not charge development fees,exam fees and fees SPP. Implementation of gratsi education in SMP Negeri 2 Kartasura School Year 2016/2017 can not be separated from obstacles, among others: complexity in the preparation of accountability report, delay in fund disbursement, decrease of education service, and public opinion with existence of free education policy is completely free. Efforts made by the school in overcoming obstacles, among others: coordination and consultation with supervisors, the school should be smart to allocate funds, schools should find the fund is by submitting a proposal and provide an explanation of the implementation of free education policy to the community or people old student.
