Abstract
This study has two objectives. The first describes the endeavor of female village heads in realizing people's participation in development in the village of Tell Dersansari and Jatirejo District of Semarang District. Both constraints and solutions provided. This research was qualitative case study strategy. Data collected by observation, interview and documentation. Test the validity of the data by triangulation of data sources and techniques. Data analysis using the technique of interactive analysis through data collection, data reduction, presentation and conclusion. The results showed female village chief effort in realizing people's participation in development in the village Dersansari and Jatirejo, District Tell Semarang regency already done. The village head trying to make community participation in rural development planning phase, the implementation phase of rural development, rural development and deployment phase in the assessment phase of rural development. Village chief obstacle in achieving community participation is evidenced by the implementation time which sometimes does not correspond with the time set at the time of execution, lack of labor during the implementation of development, the village head exposed to the quality of materials that are less good and the weather changes like rain. The solution that has been done is the village leader can govern kaur development in order to provide information to workers or the public related to the implementation schedule for the right time, the village head could be instructed to RW or the RT to send members of the public more time execution, village leaders can coordinate with kaur development in order to cooperate with shops nearby material, so the material needs can be fulfilled and the village head could see a forecast or weather forecasts each day, in order to monitor the development of the universe.
