Abstract

Green Open Space (RTH) is an important and inseparable part of urban areas. The dense urban area causes a lot of land use change from a green land to built land so that problems arise in the city such as pollution and flooding, one of which is in Bekasi Barat Subdistrict, Bekasi City. RTH in urban areas has been regulated in UU No. 26 of 2007 concerning Spatial Planning and Minister of Public Works Regulation No. 5 of 2008 concerning Provision and Utilization of Green Open Space in Urban Areas which requires a minimum green open space area of 30% from the urban area which is divided into 20% public green open space and 10% private green open space. The availability of green open space needs to be evaluated so that the objectives of this study are 1) to analyze the availability of green open space and its distribution pattern in Bekasi Barat Sub-district in 2021, 2) to evaluate the suitability of the green open space available to the population in Bekasi Barat Subdistrict in 2021 based on the Minister of Public Works Regulation No. 5 of 2008. This study uses WorldView-3 imagery with image interpretation methods and field surveys as well as nearest neighbor analysis to determine the distribution pattern of green open space on ArcMap software. The field survey resulted in a good overall accuracy value of 88.9%. The results showed that the availability of green open space in Bekasi Barat Sub-district in 2021 was 294,31 ha (19.75%) of the total area, with the distribution pattern of green open space dominantly clustered. The green open space consists of private green open space covering an area of 172.35 ha (11.57%) and public green open space covering an area of 121.97 ha (8.19%). The evaluation of green open space based on area and population has an inappropriate value. Based on the area, there is still a need for additional green open space covering an area of 152.68 ha, while based on the population, are still need 24.41 ha of RT parks; 8.91 ha RW parks; 4.79 ha of urban village parks; 31.21 ha of park sub-district, 25.72 ha of TPU, and 52.74 green open space for other functions. Bintara Jaya Village is the only ward that has fulfilled the ideal green open space area based on the total population and has an excess of 0.61 ha of green open space. Efforts to add green open space can be carried out based on existing land use/land cover with high to low class potential, clearing special public green open space land, providing incentives and disincentives and maximizing private green open space from KDH for each building.
