Abstract

The high cases of bullying that occur in the community, especially for children with special needs (ABK) are very vulnerable to occur, including in the city of Surakarta. Bullying is physical and psychological violence perpetrated by a person or group, against someone who is unable to defend himself or makes the victim depressed. Examples of bullying behavior include mocking, spreading rumors, inciting, ostracizing, intimidating, threatening, bullying, bullying, or physically attacking. Children with special needs are often seen as weak individuals because they have deficiencies both physically and mentally so that they are at risk of being exposed to bullying behavior. In this study, the type of research carried out by the author is descriptive qualitative, the aim is to provide data that is systematically and comprehensively arranged regarding the role of the Surakarta city government in legal protection of children with special needs (ABK) as victims of verbal bullying. This study aims to determine the factors that cause bullying of children with special needs and to determine the form and role of the Surakarta city government in legal protection of children with special needs (ABK) as victims of verbal bullying.
